Could be desperation. But if it works then it should be repeated. I think it will be a cost saving effective strategy.

After all, 'Sneakers for guns' works, which I never thought would have been that successful. Steal a gun somewhere, turn it in, get a pair of sneakers. I don't know why they wouldn't have stolen the sneakers in the first place. What do I know?
