Whistle Spreader

Portland has decided that the best way to deal with the situation is to make it spreadable. The man is not allowed to stand still and whistle while in public. If he wants to whistle he most be moving about. The city decided it is better to spread the discomfort of his whistling rather than keeping the discomfort in one spot too long.

Well you can always drive from Portland to Whistler Canada (British Columbia) ,its about 360 miles north as the crow walks...oh wait a sec I think Im off topic again...
